The Ninth Plan (1997-2002)

a) Objectives

  • alleviate poverty in order to empower people economically and socially by integrating the common people in the mainstream of development process.

 

b) Strategy

  • To attain high, sustainable and poverty alleviation oriented economic growth rate.
  • To intensify the process of industrialization by developing various sectors such as agriculture, water resources, industry, tourism and transport in the form of industrial enterprises based on comparative advantage and competitive capability.
  • To reduce the existing economic and social disparities amongst various regions and communities.
  • To minimize dependency on foreign assistance by means of extensive mobilization and utilization of available natural, human and economic resources of the country.
  • To embrace co-operatives are powerful means for development and expansion of economic sectors such as agriculture, industry, trade and the like.

  • To develop agricultural sector in accordance with the Agricultural Perspective Plan since a majority of people depend nonagricultural.

e) Objectives:

  • Accelerate agricultural growth rate through the increased factor productivity, and increase the employment opportunities thereby helping alleviate poverty,
  • Achieve balance between the use of natural resources and other production inputs in agricultural production to avoid any possible environmental deterioration,
  • Strengthen the base for agro-based industries and industrialization through diversification and commercialization of agriculture,
  • Increase women’s leadership in agricultural production program through their increased involvement and participation in the agricultural development programs, and
  • Improve the nutritional status of the populace through food security and increased production of food and other nutrition rich products.

 

f) Policies and Strategies

  • The ninth plan has opted the policies and strategies that have been stated by the APP interim plan for agriculture development. The agriculture sector is perceived as a leading sector for poverty alleviation through an increased employment and income.
  • Irrigation, road, electricity, industries and commerce will be implemented in a way to help achieve the envisaged agricultural productivity.
  • Land reform will be further strengthened regarding elimination of dual ownership and protect the rights of the tenants too.
  • Production program will be emphasized to ensure food security and improve the general status of nutrition.
  • Livestock, and high value crops like fruits and vegetables will be emphasized to attain the redistribution of income from urban to the rural sector.
  • The improved income in the rural sector will automatically discourage the cultivation in the marginal lands helping to conserve the environment.
