Seventh Five Year Plan (1985-1990)

a) Objectives:

  • To increase production at a higher rate,
  • To increase opportunities for productive employment, and
  • To fulfill the minimum basic needs of the people.

 

b) Targets:

  • The seventh plan envisaged a growth rate of 4.5 per cent per year.
  • The plan had a target to increase real per capita income by 1.9 per cent considering a constant population growth rate of 2.7 per cent per year.
  • The target was fixed to increase the production of all major agricultural crops by 4.3 per cent per annum by increasing the production of food grains by 4.0 per cent and that of cash crops by 5.2 per cent.
  • Target was fixed to increase the literacy rate from 28.9 per cent to 39.9 per cent by the end of seventh plan.

 

c) Priority

  • topmost priority to agriculture, irrigation and forest.
  • Other sectors such as industry, mining and power,; social services, and transportation and communication were placed as second, third and fourth priority, respectively.

 

d) Financing

  • The total outlay of this plan was estimated to be Rs. 50,410.0 million at the constant price of 1984/85.
  • Out of the total, about 41 per cent (Rs. 20,480 million) was expected to be fulfilled from foreign loans and grants.

 

e) Achievements

  • The GDP growth rate during these three years was recorded at 5.56 per cent per year, more than the target.
  • Similarly, per capita income was increased by 2.9 per cent per year.
  • In agriculture sector, the growth rate of food grains and cash crops was 5.6 per cent and 6.5 per cent per year, respectively, more than the target.
  • In irrigation and industrial sector also, there was satisfactory achievement.
