- Is the process of developing desirable change into the behavior of human beings.
- The behavioral changes must be directed towards a desirable end.
- They should be acceptable socially, culturally and economically and result in a change in knowledge, skill, attitude and understanding.

- Change in knowledge, attitude and skills ultimately change the behavior of people.
a) Knowledge: Knowledge occurs when an individual or other decision-making unit is exposed to gain some understanding of how it functions. Knowledge function is mainly cognitive or knowing.
b) Attitudes: Are evaluative statements—favorable or unfavorable—concerning objects, people, or events
c) Skills: An ability and capacity acquired through deliberate, systematic and sustained effort to smoothly and adaptively carryout complex activities or job functions involving ideas (cognitive skills), things (technical skills), and/or people (interpersonal skills) .
d) Behavior: Intentions to behave in a certain way toward something. They are casually related to that is the attitudes people hold determine what they do.
