Situation of evaluation

  1. A situation in which output or any other performance indicator has been growing but at very slow rate. In this kind of situation before and after analysis can be used
  2. A situation in which output has been declining say at 5% per annum naturally but with the program the decline can be checked and output may be established at the normal level. In this kind of situation with and without analysis can be used
  3. A situation in which no change in output is expected without the program but with the program the output is expected to increase say at the rate of 5% per annum. In this kind of situation, one may use either of one the approach.
