a) Objectives:

b) Targets

Target was fixed to increase GDP per annum at the rate of 4.3 per cent.
To achieve this agriculture growth rate was targeted to grown by 3.3 per cent per annum and non-agriculture sector by 5.6 per cent per annum at the minimum.
Per capita income was targeted to increase by 2.0 per cent per year.
Production of grain and cash crop was targeted to increase by 2.8 per cent and 3.9 per cent, respectively.

c) Priority

Topmost priority was given to Agriculture, Irrigation and Forest followed by Social Services
Industry, Mining and Power; and Transport and Communication as second, third and fourth, respectively.

d) Financing

Total outlay of the plan was Rs. 33.940 million at the constant price of 1979/80.
It was allocated sector wise as public sector, Panchayat sector and private sector, Rs. 21.750 million was allocated as development expenditure.
Out of this about 60 per cent of the development expenditure i.e. Rs. 13.050 million was expected to come from foreign loan and grant.

e) Achievements

GDP, growth rate was slightly higher than the target.
It was 4.4 per cent per annum as against the target of 4.3 per cent annum.
Agriculture sector GDP was about 47 per cent (4.7% year) higher than the target whereas the non-agriculture sector GDP growth rate was 29 per cent less than the targeted rate of 4.0 per cent.
Annual per capita income increment during the plan period was also lower i.e. 1.7 per cent against the target of 2 per cent because of higher population growth rate of 2.6 per cent per year than expected 2.3 per cent.
food grain and cash crop production are concerned, the achievement was 5.9 per cent per year.
Industrial sector was recorded at 10.3 per cent per year as against 10.0 per cent targeted rate.
literacy rate could not be increased to the targeted 32.4 per cent of the total population. At the end of the plan, literacy rate was estimated at 28.9 per cent.
