Criteria for effective evaluation :

a) Carefully designed instruments of measurement.

b) validity : They should be valid.

c) Reliability : Information collected must be reliable.

d) Objectivity : Personal bias mustn’t be allowed to affect the data.

e) Practicability : Evaluation should be done is such a way tat findings could be used for improving the program planning , management impact.
