The Tenth Five Year Plan (2002-2007)

a) Objectives:

  • The main objective of the Tenth Plan was to alleviate poverty by mobilizing optimally the means and resources on the mutual participation of government, local agencies, non-governmental sectors, private sector and civil society to extend economic opportunities and open new ones enlarging employment opportunities.
  • widen the access to means and economic achievements for women, Dalits, peoples of remote areas and poor and backward groups through programmes like empowerment, human development, security and targeted projects thereby improve the status of overall economic, human and social indicator.

 

 

b) Targets:

  • Bring down the then estimated 42 percent of the people living under poverty line to 38 percent by the end of the plan.
  • Other targets were fixed such as to boost up literacy rate to 70 percent, to lower the infant mortality rate to 45 per thousand, to increase average life expectancy to 62 years, to extend safe drinking water service to 85 percent of population, electricity service to 55 percent of population and to extend telephone services to all VDCs.
  • The expected growth rate was estimated at 6.2 percent.
  • under lower cases the target were set to be limited to 4.3 percent.

Budget

  • The Tenth Plan had estimated 277.9 billion for the regular expenditure and Rs. 178.4 billion for the development expenditure. The total expenditure was, thus Rs. 456.3 billion at the constant price of FY 2001/02 for the normal economic growth rate.
