- The social, cultural, political, economic, geographical and environmental condition outline the actual form of development in any place
- People sharing the same geographical proximity and having common interest have willingness to work in an organized way
- Participation of all interest group is more effective for sustainability of the development efforts
- People consent to enter into partnership with view to receive sectoral service and facilities
